Which version of Internet Explorer are you using?

Do you have any other security programs installed?

Go here and click the Fix it button, a window will pop up click the RUN button then RUN again, You'll see a check box "Delete Personal Setting" tick this then click Reset

Close Internet Explorer then open it again and then try downloading Avast again

I still can't even get to download on the fixit site as it says "current settings do not allow"
Any further suggestions as I have tried these several times & no luck?

I'm beginning to think you're are infected, try this Control Panel > Internet Options > Security > Reset all zones to default
