I am wondering why I cant add a signature or message to my out going mail

I am using Win 7 with Office 7 and use Outlook for my mail
I have tried going into mail format and also by going to insert in the mail but nothing happens  Have been trying for  quite some time over the past days
Funnily enough I can do it a yahoo mail, but I would prefer to use Outlook
Any answers please?
