Is windows Live, part of windows 7 because I cant fine it anywhere.

Wont install, I got this message below--the firewall is on & I am the administrator

finally got it installed but cannot download any thing from newsgroups ,keeps telling me, the TCP/IP connection was unexpectedly terminated by the server.
